They said the fan would help generate power.make the car go a little longer before flat battery.never said anything about 'perpetual motion'.

They are claiming greater than 100% efficiency which implies that they could achieve perpetual motion given further development. Bigger fan, 2 fans etc. Given that greater than 100% is not possible the whole concept is flawed. Even the current arrangement reduces range not increases it.
