Looking at cars in performance magazines and on here, some say "seam or spot welded" car. Why do this! Whats it supposed to do!

Depends, some E36 BMW's (bigger engined Z3's for instance) would break the spot welds where the diff brackets were attached to the chassis, that's the sort of place where reinforcing would help

Yes. But that is more of a repair/problem fix.
No way normal road going cars need to be fully seam welded.
It would ruin the average car.
