+1 Don't be afraid to ask specifically for a filter change, you can always offer to drop in a new filter with the car if it makes it easier for them.

We normally do a Trans Flush on its first service (90-100k) and then on its second service, drop pan & replace filter, fill up then do a trans flush as well.
If no service history and high mileage we price up the options and pro's and con's of each and let the customer decide which to do.
Keep in mind if doing the filter, most likely will require a new pan gasket etc as well.
