#1- - 'at sea' !
Mandatory safety equipment and inspection for going offshore outside coastal waters in a private vessel.
Nothing else required.

Pays to do a first aid course and know what to do if something happens to someone to. Can be a long way to a hospital.

Nothing as yet up to a certian tonnage but to go to another country your vessel must comply with the Cat 1 regs and also the skipper must be experienced in cross ocean navigation.

Thank goodness the do-gooders haven't managed to make licenses compulsory for pleasure craft.
A few outfits involved in training, hoping to make big bucks from a licensing scheme, raise it as an issue quite regularly.
They usually insist that as it would only apply to boats over (for example) 6 meters, it wouldn't inconvenience Dad and Dave going out fishing in their dinghy.
But fact is that it is Dad and Dave in their 3m dinghies who drown with alarming regularity in NZ, but fatalities in larger boats are pretty rare.

I'm not an expert but I understand that for PRIVATE use within coastal waters you have no issue. But as you go offshore or into charter or commercial boats you need a skippers licence
