If that was engine oil and it's low enough to make screeching noises, the engine can be damaged immediately.

Its a 88 toyota if the whining is still there turn the radio up till you cant hear any thing else and youll be right as rain and it wont rust under the bonnet or underneath ever after you coated it in oil

umm timing belt , cam belt same thing, do you mean fan belt ,
