Advice - Buying privately

Inspired by the "Car purchase gone wrong" thread.

Would the following be a good approach?

1) Physical inspection of car. Test drive. Check WOF, REGO.
[ Is there a way to check whether the seller owns the car? ]

2) Search the Personal Property Securities Register and get VIR from motorweb / carjam.

3) If happy, arrange pre-purchase inspection by mechanic

4) Discuss issues with seller and agree on price.

5) Pay seller.
[ What is the safest way for buyer to pay? ]
[ Is there a need to ask seller for a receipt?]

6) Fill up MR13B form
[ Is it better to do this first before paying?]
[ Does this mean car ownership has been transferred to buyer? ]

7) Collect car

Yes that will work.

In answer to your other questions:

1. Yes, there is an owner check on the Nzta website.

5. Safest how?

5. Yes a receipt is a good idea.

6. Each party can do the the COO online using the Nzta website in front of each other, then you can do number 7 Right away!

Yes. I think you need to establish the price you are happy to pay based on what you have seen and what the seller has told you. This then may be modified dependent on pre-perchase inspection by mechanic.

PLUS walk away if your guts rumble. If seller is less than open and honest, if things are not as it was said on phone, if car just doesn't drive nicely, if it's obviously not well looked after. Basically trust your guts.

Or do it the Trade me way,
1. Bid up large so you win the auction
2. Show up when you're supposed to be collecting the car and demand a test drive
3. Demand the seller knock money off the price for any defects, real or imagined, on the threat of bad feedback
4. Expect the seller will put right any defect that occurs during the entire time you own the vehicle

No such thing as vehicle 'ownership' documents in NZ, unless you have a sales receipt I guess. When you do the MR13B, all you're doing is transferring legal responsibility for any fines/fees etc associated with that vehicle into your name. It doesn't constitute legal ownership. Stupid system, but it is what it is.
