It's the button for the front windscreen heater (the one in the glass, not the one that blows through the vents)
Pretty common option on Japanese cars from cold areas but not a lot of use here (also if the windscreen has ever been replaced it's unlikely the replacement has the element anyway)
Yup, where the wipers sit when they are off you will see the heating strips in the glass.
