Does a late model car need a spare tyre or does a japanese repair kit do the trick. Just brought a second hand car has a warrant but no spare wheel but has a kit with a pump and liquid?

Yes that's right, it either is equipped with a spare tyre OR an inflation kit. The presence of a spare wheel is not a WoF item, only the security of the wheel in its storage area is in some circumstances.

Your not required to carry the infiltrator kit either if you don't want to.
Heaps of modern car's don't have spares.
Is common in the trucking industry too.

It does not make sense to me when so many industries are supposed to be environmently friendly but the tire industry decides to manufacture run flat tires for some modern cars that are non permanently repairable.

As Franc123 said, theres only ONE wof requirement for a spare IF it's in the car. It must be secured. Flat/ bald/ busted/ rim only/ wrong wheel Doesn't matter unless it's not secured.
