toyotas of that era tend to sludge up if the oil isn't regularly changed. I would take a peek under the oil filler cap or perhaps even take the front rocker cover off.
It's a common issue, especially in the States.

that Gracia is a good price, even better if it were $3000-3500. I would offer them $3300 and see how you get on.

I wouldn't hesitate if it checked out fine, nice car for the money.
