The system that compensates for reduced idle speed when the engine is under load, such as when the AC is on has stopped working, perhaps a control valve or actuator. What model/engine!

could be stepper valve

Likely to be the stepper motor. Try disconnecting the battery in the morning for a while, when the engine is fully cold, then reconnect and start without touching the accelerator. Let the engine fully warm up, leaving it idling the whole time. Don't touch the accelerator for the whole warm up period. This can sometimes help the Mitsi's re-learn their idle profile

Could also be a stuffed AC unit; they get near impossible to turn and effectively stop the engine at low revs.

By any chance have you had a flat battery lately!
