I was a part owner in a vehicle just found out the other person just wound the clock back instead of purchasing more, can I get done because of there actions! And what are the fines etc for getting caught!

Only if odometer reading was recorded as lower than the previous mileage at any time when it was inspected for a WoF or CoF.

As long as you're not behind in RUCs you won't get caught, unless it's a company vehicle and you happen to get auditted.

It was about 5000k they took off never payed them whole time in driving the truck, I'm rather pissed off as I payed them $ to pay for it

Demand the money back then.
Look the plate up on http://www.carjam.co.nz and see if there have been any odometer decreases logged. Although I expect if there had been, they'd have been in contact already.
