Not on the headlight, and I guess it depends on how dark on the tail lights, least with stockings they are cheap and easy to remove.

Surely if you want darker headlamps and tail lamps, the easiest way would be to not turn them on. BTW, poster #1 I see you call them tail lights and head lights. Shows a lack of education, they are actually called "lamps" and when turned on they emit "light".

Bang on. I sat on the desk at NZTA and helped them change the VIRM wording. Funny thing was it was always illegal anyway if you read the lighting rule. It is a stupid and dangerous practice and I'm glad to see it's being cracked down on.
