In theory yes, in practice, have you ever seen this happen on a Japanese car, least of all a 1990's Toyota! I haven't. I think this explanation is a red herring.

It's the sort of thing one expects on a Hillman Hunter or a Austin Mini, not a Starlet turbo. Worn valve guide seals or rings on the other hand.
