Probably just needs a new regulator.Wreckers would have hundreds of them,wouldn't think they would be too dear.

Yes that's one possibility. There are many other equally likely causes too. None that I can think of will cost much money though

Could simply need a spray of graphite lube or something on it to free it up a bit.

could be a simple thing like the rubber seal has dragged down & catching
