You cannot put 14" tyres on 13" rims - they are too big and will not fit.
175/70 r 13is a strange mixture of metric and imperial measurements that we are stuck with. Fully metric tyres never caught on.
The 175 part is the width 175mm /70 means the height profile is 70% of the width andr 13 means 13"radial

You might be able to go to 14 in rims if a set from something else fits

Yeah, no problem. Just fill in the gap with some expanding foam.
I don't know why they even bother to give tyres sizes, since it doesn't actually mean anything!

Well, they would go ONTO the rims easily,, but would fall off just as well.
