ummm could you get a grinder down there and flatten off a side and then throw the vice grips on ultra tight then give it the good news! or if you are so inclined get the vice grips on as tight as possible and tack weld the vice grips to the bolt, but if you do that leave it for a while for the bolt to cool.

Would I be able to remove just the bottom tank, as I believe there is where the snapped bolt is!

yes the bolt is on the bottom tank but no you can not remove it as it isa specialty job by the radiator guys, they are crimped on somehow

ok well since you asked, remove the front grill, un bolt the top part of the radiator support, some cases the head lights have to come out, if the A/C pipes are in the way slightly bend them carefully, remove trans cooler hoses if connected, fans, plugs etc, grind flat the broken bolt, dot punch the centre then drill it obvisoly using the correct size drill, P.s I haven't broken many bolts rusted or not in 20 years as I know (the feel) , also with just one bolt it will leak so don??

All good, ok you are just going to have to tap it properly, i assume there is a seal in the radiator housing which bolts to the radiator so the bolts just holds it in place and has to be secure enought under pressure, becareful it your going to drill or tap it any more as it could start to spin it the housing

well done, job well done weekend well spent but let this be a lesson to never try anything again on your own, you should always pay at least 50 dollars an hour for basic car maintenance.
