Hey Mike, Yep I've dealt with this model. They are prone to fuel pump stopages due to dry joints on the relay boards located behind the battery. Dependant on model they have a number of different boards, all located behind the battery and all affect the fuel pump.If your mate is mechanically minded it's not too much of an issue as the boards are easily removed, disassembled and soldered up. This has been a well documented issue and covered in detail on the 190E forum from England, which is highly recommended he join to get good info.
Getting parts for the electronics side of the injection system can be costly as second hand parts are most likely poked (if you can find them) Typically its the cold start sensor that gives up. However this can be bypassed with a switch to manually control the cold start injector.
Make sure the care has a service history for everything, if not, walk away! If the wiring loom has been played with they are a dog to sort out. Better to pay a little more for a good one than suffer endless issues with a cheapie.
All over they are well built, drive well and will last (IF maintained)The 2 litre is not a rocket but gets around well and doesn't cost a fortune to run. Get a haynes manual, it is worth it's weight in gold for sorting issues and maintenance. Once again I can't highlight enough the need for your mate to join the 190E forumat- http://mercedes-190.co.uk/index/this will provide tonnes of genuine info and sort any silly issues as they arise.
The one he's looking at looks good, good luck, bargain em down, it's a little bit rich even for a one so clean and straight. Cheers Andy

Oh forgot to add, the sun roofs are a nightmare to fix, get access to or repair, avoid them.
What are they like to cruise in! Fairly smooth drive! Decent on gas etc!

To be on the road, the Dodge will have needed many mechanical and rust repairs.
The old 190e Merc will have had bugger all needed doing to it.
