on a four day car rental costing $400 would you use the standed insurance at no cost with a $1500 excess or pay $48 for full cover no excess

I think (as opposed to know) that the rental company will wack you for the $1500 excess until such time they get it back from the other driver, then will return it to you.

Depends. Can you afford the $1500 (even short term) with no major dramas!
If not, you're insuring against the risk for $48.
