Holden vl rb30e not idling properly

my 87 berlina surges a bit when idling. when started for 1st time of the day it starts but runs rough and if you put ur foot down in neutral it coughs and spluters a bit and then revs as normal.
what do you reckon it could be! timing! afm!

pull off the airflow meter plug and put a multimeter on the 2 outside pins remove side cap and turn with a screw driver till 380-390 Ohms
mine is on 389 and runs fine
