Finding a 'constant fine stream of bubbles' is not definitive.

Certainly a good indicator of other issues.
A constant stream of fine bubbles could also indicate a leaking water pump.
Not all faulty water pumps leak externally, sometimes they suck air in.

Also can be an indication of cavitation, and air in system and etc. the only way to be sure is to raplace the cap with a new correct one, and if that doesn't fix then a co2 test, and a pressure test.

Hate to say it but as I said earlier I'd be surprised if it's not the head, get a TK test done.
Make sure you let us know when you find out what the problem is.
