Is this a fuel pump problem? and costs ?

Vehicle = 94 Toyota Corona

The car won't turn over, everything fires ok but it just won't turn right over.

It has the correct fuel in it (Obvious but I still wanted to clear that up before anyone asks), spark plugs are sparking, I thought it may have been flooded but went through start up procedures and still no joy.

If it is a fuel pump issue, anyone have any approx ideas of what a mechanic may charge ? or any other ideas of what it potentially may be ?

Lets start again with terms that make sense, don't use the term turning over or turning right over. So it is cranking normally but not starting up? Does it sound normal when it is cranking? Is the timing belt likely to have failed, it may still spark with a stripped belt but of course be out of time. What engine, 3SFE, GE? Wasn't overheating when you last drove it? Impossible to even estimate cost to get going at this stage.

cam belt? or is distributor run off the cam as see it's sparking?

lets put the fact of your post out as to why we dont understand what you talk
Turning over is the engine rotates and only then you get spark
what you write is impossible
this is absolut impossible quote

it cant fire if it wont turn right over well i seen a subaru firing with not turning over once on a case study . but that is what dont makes sense
as only when it fully turned over it would spark again on the same plug .
and thats subaru was definetly not firing ok ,, it was sapping as soon as ignition was on if i recall right lol

it turns over normal and seems to want to start for a secound?
This would send me thinking no fuel pressure
checking fuelpump fuese would be the first thing followed by kicking the fuel tank with a steel toe boot while somone cranks it
