Of course they are allowed to spy on people - it is called surveillance. And as for hunting them down? They don't just wait for offenders to turn themselves in.

An old trick they used to do at my old local was to rub coloured chalk over one headlight of the cars in the pub carpark.
Then stop the easily identified cars a couple of km away, wipe the light as they did a walk around then breath test the drivers.
