I really don't know why any outfit would bother providing courtesy vehicles to the general public at all. 90% of the ferals have no respect or appreciation for their own car, much less someone else's. Further, as above, they can't seem to comprehend the meaning of the word 'Courtesy'. It's not a right to receive free use of someone else's vehicle upon demand, of a certain type, colour, model, age, etc etc no matter how much they might think it is. If you're privileged enough to get something, you just take whatever they offer you and think yourself very fortunate to still have the convenience of personal transport to work and home.
