Honda power steering question?

1999 Honda Legend 3.5l V6, 146000kms and yes, it's red!
Cambelt etc. recently done.
One morning, on startup, it suddenly developed a noticeable low-pitched whine.
Appears to be originating from somewhere on the front left side of the engine, which has only cambelt and power steering pump - (alternator and AC pump are on RHS). Hard to penetrate the plumbing so can't be any more specific.
There is some turbulence of the PS fluid in the reservoir as if there is continuous flow of fluid - I haven't noticed this before and I'm guessing it's not normal - our Honda Ascot doesn't do it!
The power steering is working fine and smoothly, the fluid is up to the mark and there are no leaks.
Is this whine likely to be a PS pump problem such as a replenishment valve stuck open or is it possibly a cambelt related problem?

There is no foaming or evidence of any air in the system - just looks like recirculating fluid!

Removing the pump belt and running it without it is the quickest way to prove that. If the noise persists then it really should be checked out by whoever did the timing belt job to make sure its not a component associated with that which is causing it

Haven't had the opportunity to do that yet! It's the innermost of the three belts so the other two will have to come off as well to ensure it can be held clear!
