Cyclists only isolated sealed cycleways?

Because NZ's roads are relatively narrow and the speed differential between road users at what point does it become more sensible to have cycle only sealed exercise tracks?

Can any psychologist answer if the cyclists' 'dice with death' taking on/ exercising with trucks and cars becomes part of the exercise endorphin rush and possible addiction to a 'cyclist's high' (there is a runner's high?) ?

With the mycoplasma bovis outbreak and the creation of buffer zones between farms , could council owned farms / parks have sealed buffer zones so the cyclists who would rather not exercise with trucks and cars can have somewhere maybe a wee bit safer to ride/ exercise with the ear buds in. It must be a fairly high cost medically and time off work etc to patch up the injured cyclists?
