Water Level

Where is the water level supposed to be? My car is sitting on low. Is this okay? Or should it be at maximum or somewhere in between?

Somewhere in between, it has to have room to expand a bit while hot.

what car and its not water is a coolant and should be checked and exchanged every 24 month . some have a open some a closed cooling system, minimum is just that the minimum level . the maximum is the maximum it should be . and always check only cold.
Coolant is 50% deminerlised water and then what ever additive like for example For Vw it is G12+ coolant is checked with a refractometer.
normally 38 to 42- degree C
coolant is also a corrosion inhibitor if not changed turns acidic like a battery rotting out the headgasket and aluminium head etc

You'll probably find it is on low when cold and on high when hot (or above low anyway). As long as it doesn't go below low you should be right. 'Low' just gives you an indication of where the end of the pick up pipe is within the overflow bottle. Go below that and it could suck air into the cooling system. Probably would pay to get it checked out if you are worried plus it's a new car so you should get it looked at for a coolant leak.

keep a eye on it and go back to dealer. Do not put any chlorine water in there that will destroy the coolant and in court void your warranty They have to put the correct coolant for kia factory fluid in there to top it up usually a premix is used for top-up. Should it be to low

Top up with demineralised water only, not tap water, or better still a bottle of premix coolant that is the same type you have in it, the manufacturers. Never mix coolants of different types.

Ignore the "two years" BS from above. The change interval is ten years.

It should be between the low and high marks at all times, right on the low mark after an overnight cool down is acceptable. If you feel that the level has dropped since you bought the car then by all means arrange for it to be checked by a Kia agency.
