No idea, I didn't want to have much to do with him. He had put a washer bottle in his boot filled with diesel which had jets going over the back tyres so he could easily do burnouts. I went real mental at him after he set it off all down my parents right of way.

Speaking of WOFs:
I bought some new rotors for my Lancer as it had failed a WOF on them being worn, however after fitting the new ones, I measured the old ones and they were over the wear limit.
It also failed on the tyres which still had 3mm wear left, because they were a little worn on the inside edge, however I understood that the it was up to 1/4 which was permitted to be worn. Ie. it has to be 1.5mm over 3/4 of the tyre,
Stuff like that is probably why people are going without WOFs, cars failing on stuff which is actually serviceable per the regulations.

They look to fail you on anything they can. Last wof: one park light is brighter than the other (I'd replaced a 5w lamp with a 7w, as I had one spare). So I had to buy another 5w. And I had two inspectors stand there and debate that it still looked brighter on one side. Wof reluctantly issued.

Unfortunately lamps in a pair have to be of approximately equal output, its one of the rules. They weren't doing it to annoy you or cost you money.

Cheers franc123, it seemed like such a trivial thing to fail a wof for, and required another trip to the shops, swapping out the park light lamp again and then taking it back- because of 2 watts of extra brightness.

Rotors are important because thin rotors will heat up and cause break fade, but then again people should read there service manuals.

Heaps of them will be, the wof is just a general visual inspection of the car, things like this is up to the owners to maintain, wich is why it was such a laughing riot when nearly every kiwi was driveing around with shot break rotors and breakpads in the 90s yet getting there cars put of the road for scabby bits of rust, so long as it was a shiny 10yo import with dirty as oil that was just junk to japan and not a nice classic that had been lovingly maintained by a smarter generation your worn out rotors and breakpads were ok, it still sucked though.

Not just about burnouts - more an attitude ie where does the excess diesel go when he sprays it over his rear tyred? ( he must have a sorry car that it needs diesel to get the tyres spinning!)

Diesel on the roads is a hazard for other road users. There is a chap getting around Christchurch with only one arm known as the "One Armed Bandit" as he was riding his motorbike around the Port Hills and came to a spot where a whole lot of diesel had been poured on the road. He came off his motorbike and lost his arm.
Fortunately it was his left arm and he can still ride motorbikes (he uses a thumb clutch), but still a real inconvenience to have only one arm.

People use to pour diesel up at "porkchop hill" here in palmy untill they shut it down at nights, it kept it in a parking lot and of the road, i never did it much but there was allso a patch of gravel down the bottom we did dounuts in this old rwd mazda we got for 150$ it would be worth thousands now, it was of the road and away from anyone and this old fart comes down in his falcon and calls the cops before i get a turn, i makes me feel like tearing up the street with some diesil sometimes, i had a go up the top in my old kingswood but didnt show of or risk getting it impounded, and that needed no diesel to get going with the motor that had in it.

I think wofs have also become a way of removing older, less safe/fuel efficient cars from the system. Obviously the system only works when it's enforced.

ACC takes care of personal injury but not vehicle liability issues.
