The heater wont work the 2 valves are opening but no hot water flow & i notice the engine seems to run at only about 70C should be up around 90 even after a hard run .

You checked the thermostat first ?and reverse flushed the cooling system and heater core in other words done a pre winter service?.always check thermostat first while doing a flush. Should be up around 90d/c you are correct. Then go from there!,The 320 has a myriad of common faults in its heater system just saying.

Check the heater valve under the wiper assembly it controls thr coolant flow from engine to heater.
