If a car is brought from a registered dealer and it has registered security against the car, does the dealer have to get the registered security removed before the car is sold to the new owner.

Yes he can , if he is selling the car on behalf of a finance company or private owner that has funds owing he may still sell . On selling it the debt must be cleared promptly and free title given to new owner / It may take a week or two for the processes to lift the security actualy occur . If the dealer is a reputable dealer selling from a reputable car yard I would have little worries !
