I have a toyota starlet carot. a few months ago had a flat battery, and stereo hasnt been working since. Got my friend to look at it, and they cant get it going either. Anyone got any suggestions. I dont know anything about cars. lol

You need to pull the head unit out and check the inline fuse first.

I would call into a Toyota dealer as being that year it could just require a code. The code can't be given over the phone.

Not an Alpine or early Fujitsu factory unit. only the late model stuff will display SEC in the display

Ok lets just say a Toyota dealer is not allowed to give out the stereo codes over the phone. The customer needs to come into the dealership to prove ownership. You may have got yours over the phone but it wouldn't be good advice given as the person you tell next may not get theres over the phone. TNZ mystery shop the dealers on a regular basis and penilize if codes are given out without proof of ownership.
