I don't quite agree with you here.The VIRM makes no mention of "suspected".It clearly says it is to be visually inspected if it can be without removing parts.I think cowlover is rfight.If you cant see it you cant fail it.the other problem is thge VIRM refers to manufacturers specs.How on earth is the average AVI going to know the manufactures specs for every car on the road!
