na its not possible it be 3.5 gallon more like then liter. only volkswagens 3 cilinder 1.2 liter turbo in the tini lupo managed to get to 2.99 liter holding the world record. a 2 liter is using about 5.5 to 6 liter if its got a euro diesel and 6 to 8 if its got a japa fitted.

the engine is a rover 20T2N if it was the later bmw engine then it would be worth considering.

The 220 diesel used Rover's L series diesel, which, while not being what you could call refined, did produce pretty reasonable power and torque for a 2.0 diesel of the day, and is meant to be pretty robust (only the 75 and ZT got the BMW M47R diesel). Rover NZ did set a record for fuel consumption driving from Cape Reinga to Bluff in one when new, that may be where the seller is getting the numbers from.
