Maybe they should make them totally separate and then ones propaganda and unjustifiable actions won't impact on the others reputation and ability to do their job

To a certain extent I agree with you.
Unfortunately one entity would continue to be over funded by ACC and other taxes whilst the other would continue to exist on the smell of an oily rag and the goodwill of staff.
Guess which is which.

3 Types of lies. Lies, damn lies and statistics. Having done a statistics course or 2 aimed at the engineering sector only for the same reasons those being maximizing money and knowing how to design a question then pull the subsequent statistics to back your cause you start to quickly see how rehashed "surveys" like this operate.

Whenever you see survey's like this it's basically going to be bollocks regardless unless they provide exactly what was said and how they sampled their so called data. They didn't specifically address the 101-104 area, more carefully they've put things like "It is encouraging to see that over 70% of people think that speeds of 101 to 110 km/h on the open road should be ???ticketable???" in large bold text. Meanwhile hidden down the bottom in small text "Whilst 19% of NZ road users see speeds of 101-104 km/h to constitute speeding on the open road, only 10% think that range should be ???ticketable??? "

Stuff like this winds people up because they've presented what they want you see and glazed some things over. I'd say it's probably nailed the point but they aren't that keen to shout out how little support they have for some of what they're pushing so they've bundled under the guise of other stuff. Pretty standard reporting really.
