The only official reference I can find in NZ Law is wrt LVVTA documents which say +/-5% of actual.

Most people don't understand the importance of the knowledge of uncertainty in measurement, with that understanding it is completely obvious why they would be made to read low.

As I understand it . It was a general international manufacturers agreement to calibrate speedo's to read an average of 4/5kph high to avoid law suits for customers who got speeding tickets based on the cars speedo reading 100kph but having a road speed of 105 resulting in a speeding ticket. Like most things legal orientated in the USA, it would have resulted in massive class action lawsuits for the multitudes of customers getting speeding tickets for speedo's reading too low (100kph speedo verses road speed of 105kph). By setting speedo's to read 100kph but having a road speed of 95kph, avoided those tickets AND saved fuel, plus less damage in accidents (in most cases) so the enviro courts were happy as well.

Good point, if you got a ticket then I suppose you would have to be a fair bit over the limit.
To stop the police revenue collecting just stop speeding
