My take is that they should not be alive when the headlights are on. Came across a Ute with them on one night, and before he could get them off it was far too late for safety.
Mate had some landing-lights in his Trump 2000 years ago. The alternator almost jumped through the bonnet when he flicked onto hi-beam.
