As long as you are not deliberately trying to block traffic, there should be no problem.

The NZTA Road Code states that if you are travelling slower than the speed limit and there are vehicles following you, you must keep as close to the left side of the road as possible or pull over to let following vehicles pass.

I somehow think they aren't going to let tractors like this down the motorway. This is a convoy of 4 shifting to another part of the farm in Kalannie, WA where I plant wheat.
I believe we also saw that horse trailer. We gave it time to move to the left, but nope, 70kph on SH20. Plonker. We ended up passing on the left.

And in Aussie if you slow up the B doubles units in the left lane they just move into the right lane and open those pipes up wide, those boys don't muck around at all.

Let's be brutally honest. They can call them what they want, but NZ does NOT actually have any motorways!
What we do have is a number of roads designated as motorways, on which we allow farm vehicles, learner drivers, mopeds etc. (and we even have traffic lights!) and often, junctions every few metres, several with short on and off ramps.
Driving a slower vehicle is legal and as others have stated, drivers should keep left. They should keep left except when overtaking anyway.
This is the UK list of prohibited vehicles.
Vehicles prohibited from using motorways include: Provisional licence holders. Motorcycles under 50cc. Agricultural vehicles. Vehicles carrying oversized loads (anything that causes you to take up extra lanes – when exceptions are made, they're often escorted) Pedestrians. Cyclists. Horse riders. Mobility scooters.
We had a Fontera Truck hit our car from behind because slow moving tractor was on out local motorway. the police had no idea tractors were forbidden, so after our local MP asked the right people at Land Transport the section of the law governing entering a motor way is written about not impeding the flow of traffic. And Land Transport view was a tractor clearly is going to be impeding traffic.
