Bit of overlap/blowby caused by carboned valve seats! I wouldn't be too worried.

If i clean the"throttle body" what would that improve how much would it cost roughly to get it cleaned

The throttle body is the butterfly mechanism on the right. but in the absence of any problems I'd personally leave well enough alone.

Mine looked the same on a 3.8 VS, 1995 except worse. I cleaned it all up with some meths and kero on a rag, including the throttle body. I just took the inlet pipe off the other side and reached in with the rag and wiped the stuff off (carefully). Not hard to do. There might be some sort of purpose cleaner available and if so, probably best to use that.

That is just residue from the crankcase breather.
