Removal of an airbag is permitted on vehicles over 14 years old with an LVV certificate - see note 2 at the end. However, did that car actually have a driver's airbag in the first place as it clearly never had a passenger airbag fitted?
Poverty spec NZ New Sentras did not have an airbag. Only the more expensive models and the imports (Pulsar, Sunny etc) have airbags.

Carjam says that car was actually NZ assembled. It must have been one of last few vehicles to come out of Wiri.
