Maybe I’m wrong because I was just a baby in the industry when the LMVD went out, but didn’t you have to have a “proper” yard to operate from? To me there is nothing wrong from operating from home or a 1000 square foot warehouse provided it is done properly.

In one sense, we already have consistency re auctions.
If a car is sold by an auction house from a private individual, no CGA applies.
If a car is sold by an auction house from a dealer, the CGA applies.
Both these instances, are the same as if the cars where sold direct by the owners to the public.
The legal owner at the time of sale is the one that is responsible or not.
We have to remember, the auction house does not own the car but it selling on behalf of the owner. I think making the auction house directly responsible under the CGA would not be in any ones interests.

Am I right that if you sell more than five 'cars' a year, they are going to call you a dealer? Would selling 'car bodies' be a way past this?

Nope that is wrong from a technical/legal point of view.
If you are selling even ONE car with the intention of making a profit then you are classed as being a dealer under the law.
They tend to use 6 vehicles as their line in the sand but that's not a legal thing.

Towards the end a warehouse was fine as far as I recall.
