Thought new WOF blocked if Alpha airbag not done?

Just came across a Nissan Sylphy with a near new WOF that still hasn't had them replaced and the rego comes up as an alert on the recall website.
Called up Nissan and they confirm it is still to be done.
I thought the system would automatically block an inspector issuing it a new WOF?
I guess I am wrong.

The WOF crowd DEFINITELY was sposed stop issuing wofs with the faulty airbags

Is it definitely an Alpha airbag though? It is only those that are blocked, system doesn't allow the WOF to be inputted so if it has got through it is an issue with the system not the inspector

It is definitely an alpha airbag and confirmed by Nissan.
The WOF was done in July and the system did not block it then from being issued a new WOF.

Then theres a "glitch in the matrix" -OR "they" lied --AGAIN.
Incidently there are currently 4000 cars on the road where the owners have not changed the bags yet.
