The point is they take full credit when the number of fatalities is low. If you're going to own one you have to own the other.

You could infer that the recession has bottomed out through the last year (lower toll) and is now on the rebound (increased toll).

Yerr, maybe, but wages haven't increased, and fuel remains at the same exorbitant rate, and a lot of people are still unemployed (can't wait til the Euro self-implodes, isn't going to be pretty.). I'd put it more at the element of chance for this year being higher really.

Where have the police ever taken "full credit"! In every single news article I have seen, the police acknowledge the public, safer cars and roads as playing a part in the reduction in the road toll.

I'm not putting them down per say, I just want them to own every part of what they're pushing, not just the positive aspects. Because if they don't it looks like they have also succumbed to the "I didn't do it, it isn't my fault, pass the blame" generation.
